If he is found deceased, can the parents be extradited back to the US from whatever country they fled to?
There is not a program or class to fix these people. They have to b separated from the rest of us.

That area isn't private enough are close enough she would want to do it without other children's knowledge and if she really hated him he's probably dead then deposit somewhere out of site and private
